Operation Boptrot
The sting, dubbed Operation Boptrot, involved legislators who accepted bribes and other illegal inducements to support horse-racing legislation in Kentucky. The FBI's original targets were the Business, Organization, and Professions Committees (the "BOP" in BOPTROT) in the Kentucky House of Representatives and the Kentucky Senate. Those two committees oversaw state laws regulating horse racing (the "trot" in BOPTROT). The exposé was especially notable for revealing how cheaply the legislators were willing to sell their votes.

Convictions as a result of Boptrot

Legislators convicted as a result of Operation Boptrot included:
House Speaker Don Blandford (D) pleaded guilty after 1992 indictment on charges of extortion, racketeering and lying. He was sentenced to 64 months in prison and was fined $10,000.
Rep. Jerry Bronger (D) was indicted in 1992 and later pleaded guilty to charges that he accepted $2,000 in exchange for blocking legislation that would hurt harness race tracks. He was sentenced to 10 months in prison.
Rep. Clay Crupper (D) pleaded guilty after 1992 indictment and was fined $10,000 on charges of interstate travel in aide of racketeering.
Sen. Helen Garrett (D) was charged in 1992 with taking a $2,000 bribe from a track in exchange for helping pass legislation. She pleaded guilty and received four years probation.
Sen. John Hall pleaded guilty to conspiracy and other charges stemming from 1992 indictment in Operation BopTrot.
Rep. Ronny Layman (R) was indicted in 1992 on charges of conspiracy to commit extortion and making false statements to the FBI. He pleaded guilty and was sentenced to three months of home detention and community service.
Sen. David LeMaster (D) was indicted in 1993, and acquitted of extortion and racketeering, but convicted of lying. He was sentenced to a year in prison and fined $30,000, but served just one day after resigning from the legislature.
Rep. Bill McBee was sentenced to a 15-month prison term for his role in Operation BopTrot.
Sen. Virgil Pearman pleaded guilty after 1993 indictment charging that he took an illegal $3,000 campaign contribution. He was sentenced to three months in a halfway house, probation and was fined $5,000.
Sen. John Rogers (R), then the Minority Leader in the Kentucky Senate, was sentenced in 1994 to 42 months in prison after conviction on charges of extortion, conspiracy, attempted extortion, mail fraud and lying to the FBI.
Sen. Art Schmidt (R) pleaded guilty to a 1993 indictment for withholding the fact that he took a $20 cash payment from another senator tied to Operation BopTrot. He was sentenced to probation and fined $2,500.
Sen. Landon Sexton (R) pleaded guilty after 1994 indictment charging that he took an illegal $5,000 cash campaign contribution. He was sentenced to 15 consecutive weekends in jail, home detention for two months and probation for two years. In addition he was fined $5,000.
Rep. Bill Strong pleaded guilty after 1993 indictment charges that he took an illegal $3,000 campaign contribution and did not deposit the money into his campaign fund. He was sentenced to three months in a halfway house, probation and was fined $3,000.
Rep. Richard Turner (R) plead guilty to a 1993 charge that he filed a false campaign finance report. Charges that he took an illegal $3,000 cash campaign contribution were dropped.
Sen. Patti Weaver (D) pleaded guilty after 1993 indictment charging that she was promised help finding a job in exchange for support of legislation. She was sentenced to weekend incarceration, probation and community service and was fined $10,000.

Lobbyist John W. "Jay" Spurrier, the "dean of the Frankfort lobbyist corps"[1]
Buel Guy, a former legislator serving as the top aide to the House Speaker, Don Blandford[2]
Bruce Wilkinson, the nephew of then-Governor Wallace Wilkinson, who was serving as the governor's appointments secretary; Wilkinson was convicted of conspiracy to commit extortion and sentenced to three years prison and a fine of $20,000, the amount of a bribe he was convicted of taking[3]

During the Iran and Iraq war the United States took active measures in the Persian Gulf to protect shipping, mainly oil tankers, that were being threatened by both countries.
On 14 April 1988, the guided missile frigate USS Samuel B. Roberts (FFG-58) hit a mine in the Persian Gulf during Operation Earnest Will. Six days later, Vincennes was re-deployed from Fleet Exercise 88-1, sent back to San Diego, California and told to prepare for a six-month deployment. The reason for the haste: Navy leaders decided that they needed an Aegis ship to protect the exit of the damaged Roberts through the Strait of Hormuz. One month later, the cruiser entered the Persian Gulf, and in early July, stood guard in the Strait as the damaged frigate was borne out on the Mighty Servant 2 heavy-lift ship. The ship made 14 Hormuz transits during its Earnest Will operations.

On 3 July 1988, Vincennes, under the command of Captain Will Rogers III, fired two radar-guided missiles and shot down an Iran Air Airbus A300 civilian airliner over the Strait of Hormuz, killing all 290 passengers and crew on board. According to Captain Rogers, there had earlier been an attack on the Vincennes by Iranian motor boats. Crucially, the Vincennes then misidentified the Iranian Airbus as an attacking F-14 Tomcat fighter. A radio warning had been sent to the aircraft on military wavelength.
The Iranian government has maintained that the Vincennes knowingly shot down the civilian aircraft.[1] Iran Air flight IR655 flew every day out of Bandar Abbas—a civil as well as military airport—on a scheduled passenger flight to Dubai using established air lanes. The Italian navy and another US warship, the frigate Sides, confirmed that the plane was climbing—not diving to attack—at the time of the missile strike. The US radio warnings were only broadcast on emergency radio frequencies, not air traffic control frequencies, so the Airbus crew could have misinterpreted the warnings as referring to another aircraft. Captain David Carlson of the USS Sides later said that the destruction of the airliner "marked the horrifying climax to Rogers' aggressiveness".[2]
The shooting down of the plane has continued to be the subject of fierce debate.

Bridgeton was built by Mitsubishi Heavy Industries, Nagasaki and was launched August 14, 1976. The tanker was built as al-Rekkah, renamed Bridgeton and scrapped as Pacific Blue. Some of the reflagged tankers returned to Kuwaiti flags in January 1989, but Bridgeton and several others remained US flagged.[3] Bridgeton transferred to Panamanian registry and was renamed Pacific Blue in the late 1990s. The supertanker was scrapped in 2002 at Haryana Ship Demolition in Alang, India.

The Kuwait Oil Company was founded in 1934 by Anglo-Persian Oil Company and Gulf Oil as an equally-owned partnership. The oil concession rights were awarded to the company on 23 December 1934 and the company started drilling operations in 1936.[2][3] First oil was discovered in 1938 in Burgan field, followed by discoveries in Magwa in 1951, Ahmadi in 1952, Raudhatain in 1955, Sabriya in 1957, and Minagish in 1959.[3]
The initial development of the oil industry coincided with the end of the British Raj in India and many British expatriate administrators and engineers transferred from there to Kuwait. They set up the oil town of Ahmadi which had the appearance of a typical British garrison town, with thousands of trees lining streets of pleasant bungalows in which lived a remarkable group of dedicated engineers and administrators who built up the oil industry while at the same time training Kuwaitis to take over eventual control.
When the Royal Navy converted their warships to oil burners instead of coal, the British Government depended on a secure supply of Middle Eastern oil. Figures such as Dame Violet Dickson who lived among the Kuwaitis for 40 years were influential in fostering an excellent relationship between the Kuwaitis and the British during the period when they and American expatriates developed the oil industry.
BP and Gulf were able to obtain the Kuwaiti oil at very favourable terms for sale via their downstream networks in Europe and adjoining areas. During this time, Gulf would claim that it had a "special relationship" with Kuwait. However, all this came to an end in 1975 when the Kuwaitis took over the ownership of KOC.[3]

Amidst the dim lights in Texas A&M's Reed Arena, a crowd began to form Thursday night. Old Aggies, old friends and interested people mingled by shaking hands or embracing and speaking in hushed voices about the significance of the evening's event. The Corps of Cadets filled the North end of Reed while the throngs filtered in slowly and filled the 100 and floor levels of the arena as the Aggie Band played. Six high-back leather chairs sat on the stage erected on the South end on the arena floor awaiting their distinguished guests.
The Bush School of Government, the Scowcroft Institute of International Affairs, Texas A&M and the Shell Oil Company put on a commemoration of the 20th anniversary of the start of Operation Desert Storm.
President George H.W. Bush welcomed former Vice Presidents Dan Quayle and Dick Cheney, Secretaries of State Colin Powell and James Baker as well as Generals Brent Scowcroft and Walter Boomer. The delegation also included Sheikh Ahmad Al-Sabah, a Kuwaiti envoy and Ambassador Mohammad Abulhasan.  Ryan Crocker, the dean of the Bush School, and a former ambassador presented the event.
  
The event started as A&M's President Loftin took the stage to kick off the event.  Loftin presided over the presenting of national colors by the Ross Volunteers' color guard and the playing of the Kuwaiti and American national anthems.  Some Kuwaiti students in attendance sang aloud with their national anthem prompting scattered smiles though-out the crowd.  Loftin introduced Crocker.
    Crocker, who would later oversee the panel discussion, introduced a new mini-documentary narrated by Bush. The video briefly covered the Iraqi invasion of Kuwait, the diplomacy, the build up of Coalition Forces, the actual invasion and peace. This would be the same order of topics in the panel discussion.
    When the lights came on at the conclusion of the video, President Bush stood at podium.  Bush started his remarks by introducing and thanking Quayle who was standing behind him. Bush next asked all the Gulf War veterans in attendance to stand and receive recognition by the audience; then he recognized the panelists.

Considering the above it is an event worth looking into. Like 9 11, there are questions regarding virtually every element of the official story and a maze of intertwined threads to unravel for anyone seeking to know what really happened.
I will attempt a summary and offer some links for more details.
The bombing was swiftly blamed on Iran in retaliation for the shooting down of an Iranian airliner by the USS Vincennes in July of that year killing all 290 on board. The Iranians we said to have commissioned the Syrian based Palestinian terror groupPFLP-GC for the deed with a financial transaction and circumstantial evidence relating to the groups activities in the then West Germany posited as proof.
When both Syria and Iran’s cooperation was solicited for the 1991 invasion of Iraq this line of blame was just as swiftly dropped by the US and the UK.
The new target became Libya and their retaliation for the 1986 bombing of that nation by the US. Libya had also been blamed for various other incidents.

It needs a much closer inspection to uncover the more likely truth of events.
The timing of the Lockerbie bombing came closely on the heels of the now known Iran-Contra affair where clandestine deals were being made with Israel, Iran and various rogue groups involving arms deals and drug trafficking, hostage release negotiations and he funding of proxy forces. That such illicit dealings were going on is now clear. Who knew about them is debated. What we know is that there were sections of the intelligence services, the military and the government who operated outside the main body of these institutions.
Another scenario is a protected drugs route through Frankfurt, with far greater significance than the ‘sting’. The former Mossad investigator, Juval Aviv, brought in by Pan Am to fend off lawsuits and absolve them of either neglect or culpability came to the conclusion that the bomb entered an established channel for the shipment of heroin from Lebanon to the US.
This route was known as ‘Operation Corea’ and involved Syrian drug dealers, led by Monzer al-Kassar (who was involved with Oliver North in the Iran-Contra scandal) who was allowed to ship heroin to the U.S. in return for intelligence from terrorist groups to assist in hostage releases. The involvement of the CIA and other intelligence agencies in the movement of drugs is well documented and revenues are likely to be the major funding for ‘off the books’ black ops and other illegal activities.
Not interviewed by the FBI, Aviv was indicted on fraud charges soon after his allegations, though they were later dropped.
