NORFOLK -- A new workplace bullying policy is being developed for nearly 4,000 city employees.

The new policy would include workplace bullying in its harassment policy.

City workers say bullying has been an increasing problem throughout all departments.

"In some cases, supervisors may just have it in for somebody and then they tend to try to find every little thing they can write them up for," said Jane Bethel, president of NAGE Local 200.

Assistant city manager Melanie Purcell says she's drafting the new policy to let all employees know what's acceptable and what's not acceptable.

"Bullying is characterized by intimidation- both physical and mental intimidation actions that would make someone uncomfortable, and it's persistent," said Purcell.

While she's drafting the new policy, Purcell has suspended all disciplinary actions until each case can be reviewed again.

The new policy is expected to be formally announced to all employees in June.

The Weinergate saga continues to bring out the best in the mainstream media. On CNN's Reliable Sources yesterday, Gawker writer Maureen O'Connor got laughs and an admonition from host Howie Kurtz when she used crude language regarding the congressman's private parts.

Emily Rooney (b. Connecticut) is an American TV talk show and radio host. Her brother Brian Rooney is a correspondent for ABC News. Rooney has one daughter, Alexis. Rooney's husband, WCVB-TV reporter Kirby Perkins, died suddenly of heart failure July 1997.[refs 5]
She is a graduate of American University in Washington and holds honorary doctoral degrees from the University of Massachusetts Boston and Westfield State College.

Emily Rooney has been awarded the National Press Club's Arthur Rowse Award for Press Criticism, a series of New England Emmy Awards, and Associated Press recognition for Best News/Talk Show. Rooney's WGBH news program, Greater Boston, has received two Regional Edward R. Murrow broadcast journalism awards and five New England Emmy awards.[refs 6] Rooney has also received a New England Emmy in the category of Outstanding Achievement in Commentary/Editorial.[refs 6]
