The Anthrax Vaccine Immunization Program (AVIP), is the name of the policy set forth by the Federal government of the United States to immunize its military and specific civilian personnel with the anthrax vaccine. It began in earnest in 1997 by the Clinton administration. Thereafter it ran into Food and Drug Administration (FDA) and judicial obstacles (mainly concerning the methods and viability of the vaccine manufactured by BioPort, a subsidiary of Emergent BioSolutions Inc.).

Senior Chief Petty Officer John Payhurst administers the first in a series of anthrax vaccinations to one of 6,200 sailors aboard the aircraft carrier USS John C. Stennis (CVN 74) on March 17, 1998. Stennis and its embarked Carrier Air Wing 7 are on station in the Persian Gulf in support of Operation Southern Watch, which is the U.S. and coalition enforcement of the no-fly-zone over Southern Iraq. History

In 1998, the Clinton administration required the inoculation of all military members,[1][2] despite the fact that the FDA issued a Warning Letter to the anthrax vaccine manufacturer threatening to revoke its product licenses unless immediate action was taken to correct deficiencies on March 11, 1997 (see Appendix 6).[3] In June 2001, the DoD halted vaccination due to non-FDA approved changes in BioPort's manufacturing process.

Fuad El-Hibri appears to be the real day-to-day director of Intervac and is listed by Dun & Bradstreet as the "chief executive" of Bioport. The reclusive Ibrahim El Hibri, who grants no interviews, has homes in Caracas, Maryland, Paris and Beirut, which he visits all year around, being careful of avoiding tax residence in any of them. Where he got his millions is a mystery. He invested in Porton International, a British pharmaceutical firm where his son worked, in the early 90’s and according to a US Congressional review, Porton International sold anthrax vaccines to the Saudi Arabian Government. In Venezuela, Ibrahim El Hibri runs the country’s third largest cell phone operator Digitel, despite having sold control of the company to Telecom Italia Mobile. Meanwhile in El Salvador, his son Fuad El Hibri, finds the time to run Digicel, a cellular telephone concession which the family bought two years ago.
After the attacks of September 11th. President Bush placed BioPort's North Lansing laboratory under protection, invoking the national interest. Interestingly enough, the Italian magazine Il Manifesto reported, in its October issue, that this happened at the same time that the FBI also placed the El Hibri’s at the top of their list of suspects for sending anthrax spores through the mail system.

Mandatory experimental vaccinations & related deaths

In 2003, six soldiers filed suit against the government for experimenting on them with the BioPort anthrax vaccine. According to the charges, the vaccine was considered experimental; therefore its mandatory administration was illegal. On Dec. 22, 2003, the US District Court for the District of Columbia ordered the military to stop experimenting on soldiers for dangerous anthrax vaccines. In 2003, army sergeant Rachel Lacey died of complications from the vaccine, according to an autopsy report from the Mayo Clinic. Despite strong evidence that the vaccine was causing pneumonia-like symptoms in military personnel, the Pentagon denied the possibility. Instead, they blamed cigarette smoking as the leading factor. The vaccination is a series of 6 shots over 18 months.
Staff Sgt. Neal B. Erickson Sr. didn't smoke, yet had pneumonia-like symptoms 10 days after his fourth anthrax shot. He required hospitalization 10 days after his next shot; where he tested negative for viruses. The Pentagon referred to the illnesses as a “mysterious pneumonia cluster”. According to Sgt Erickson, there were at least four other cases in his squadron, as well as another hospitalization. There were at least one hundred similar cases as well as multiple deaths; many of which were not investigated.
Thousands of Gulf War I veterans were poisoned by depleted uranium and the same BioPort vaccine under George H.W. Bush and later under Bill Clinton. In October of 2003, 80.3 million tax dollars were spent in ordering VaxGen Inc. to develop an experimental anthrax vaccine. An additional $71.3 million was contracted to Avecia for 3 million doses of a new anthrax vaccine. Within weeks of a court decision to cease mandatory vaccinations, the FDA approved BioPort's vaccine as "“safe and effective”. Judge Emmit Sullivan, who ruled that soldiers should not be used in experimental vaccination programs, issued a subsequent order allowing the Pentagon to resume mandatory vaccinations; a “temporary boost” for BioPort. Just days before his ruling, the Pentagon ordered a $29.7 million order of anthrax vaccine from BioPort, part of a $245.6 million contract, in anticipation of the reversal. [9]

If you want to draw attention to a problem, try hiding it. That's the strategy of several military bases when it comes to the H1N1 vaccine.
Shortly after the Pentagon announced that all Armed Services personnel would soon be facing a mandatory H1N1 vaccination program, I started receiving email from soldiers, airmen, marines and sailors because of a previous story I had written on the anthrax vaccine. Mandatory vaccine programs are a sensitive subject in the military, so it's not a huge surprise that swift and visceral reactions to the program gained speed.

Berger was evacuated to a hospital in nearby La Crosse, Wisconsin, where the heart attack diagnosis was confirmed. He was placed in the hospital’s coronary care unit. Tests done the following day revealed that Berger had almost complete obstruction of a major artery supplying his heart. A stent was placed in the clogged artery, and the attending cardiologist contacted Ft. McCoy regarding Berger’s disposition.

The cardiologist was told that appropriate cardiac rehabilitation services were available at Ft. McCoy, and he released Berger back to the Army’s care. But when Berger returned to Ft. McCoy on April 4, he quickly learned there was, in fact, no cardiac rehab program of any sort on the base. The point quickly became moot, since Berger was placed on convalescent leave the following day. He was instructed to call his family and “get someone to come down and pick you up.”

Berger realized there was no treatment plan, no doctor, and no rehab in store for him. “They had no idea what to do with me,” he said. “I guess it was easier for the Army to put me on medical leave and get me out of there. Then my health problems were my own.”

What Berger did not know was that Rachel Lacy, the young soldier he met when he first arrived at Ft. McCoy—and who received the same battery of vaccines—had died following the abrupt onset of debilitating respiratory symptoms. She was, like Berger, evacuated by ambulance to La Crosse where the first civilian physician to see her immediately suspected she was suffering from a vaccine reaction.

Berger, unaware of her death as he traveled north, found himself “lying on the backseat of the car, in pain, undermedicated, five days out from a major heart attack, on my way home to no specific care or doctor and unsure of my Army status.” He felt rejected by an institution he had served for 20 years, and he traveled with an anxious uncertainty about what might happen to him in the weeks to come.

The Anthrax Vaccine Immunization Program (www.anthrax.osd.mil) is emerging from a three-year hiatus after Federal Judge Emmet G. Sullivan ordered the Department of Defense to suspend anthrax vaccinations in May 2004. Judge Sullivan ruled the anthrax vaccine was an experimental drug that had not been subjected to appropriate testing or cleared for human use by the U. S. Food and Drug Administration. Notably, Judge Sullivan found that hundreds of service members received the inoculations without informed consent, a direct violation of the regulatory statutes conferring protection to human subjects involved in medical research—and a clear breach of medical ethics.
In imposing the injunction, Judge Sullivan said that “the women and men of our armed forces put their lives on the line every day to preserve and safeguard the freedoms that all Americans cherish and enjoy. Absent an informed consent…the United States cannot demand that members of the armed forces also serve as guinea pigs for experimental drugs.”
