It's a song about a young David Geffen. He later signed both a middle-aged 1970's John Lennon and unheard 1980's Kurt Cobain to his label. I don't hold a high opinion of him--I think Geffen "milled" artists, ambivalent to their drug use and emotional breakdowns. Like Dylan and so many other baby boomers, he seemed to start as one thing and then finish as its opposite. Nonetheless, this is a really nice song.
