Independent agencies of the United States federal government are those agencies that exist outside of the federal executive departments (those headed by a Cabinet secretary). More specifically, the term is used to describe agencies that, while constitutionally part of the executive branch, are independent of presidential control, usually because the president's power to dismiss the agency head or a member is limited.
Established through separate statutes passed by the Congress, each respective statutory grant of authority defines the goals the agency must work towards, as well as what substantive areas, if any, over which it may have the power of rulemaking. These agency rules (or regulations), while in force, have the power of federal law.

Marijuana
Marijuana is the most widely available and frequently abused illicit drug in Kentucky; it remains the foremost cash crop throughout the state. Growers are increasingly using violence to protect themselves and their crop in the state. Nearly 50 percent of all drug treatment admissions in Kentucky from fiscal year 1998 through fiscal year 2000 were marijuana-related--more than for any other drug--and the number of treatment admissions for marijuana abuse increased 27 percent from fiscal year 1998 through fiscal year 2000. Cannabis is more commonly cultivated outdoors in Kentucky, but the number of indoor cannabis grows is increasing. Kentucky ranked among the top three states in the nation for the number of cannabis plants eradicated each year from 1998 through 2000. In 2000 over 460,000 cannabis plants were eradicated in Kentucky, ranking it third behind California and Hawaii, respectively. Local independent Caucasian producers cultivate most of the marijuana available in the state and are the dominant wholesale distributors of locally produced marijuana. Local independent producers also distribute Mexico-produced marijuana, often using it as filler for their product. Mexican criminal groups--the primary transporters of Mexico-produced marijuana into Kentucky--usually sell wholesale quantities to local independent Caucasian dealers, who are the dominant retail distributors of Mexico-produced marijuana. Local independent Caucasian dealers also are the dominant retail distributors of locally produced marijuana. Destruction of Ivanpah Valley
Bechtel, one of the investors in BrightSource Energy LLC's Ivanpah Solar Energy Generating System, released photos of the project construction. Remember, the photographs so far only show about a fraction of the total proposed project since phases 2 and 3 were halted by the Bureau of Land Management since the project's impact on the endangered desert tortoise are much higher than expected. A revised biological assessment indicates that as many as 162 adult tortoises may be displaced or killed, and hundreds of smaller juvenile tortoises could be killed.

Becthel is partnering with BrightSource and energy firm "NRG" to build the Ivanpah Solar site. Ironically, Bechtel was also a partner in the construction of the Hoover Dam, which submerged 247 square miles of America's southwest in 1936 to quench our energy thirst. What a shame that we have the opportunity to avoid destroying public land by choosing rooftop solar instead of ecosystem-destroying projects like Ivanpah.

An immediate temporary suspension of activities decision was issued April 15 and has now been lifted since the U.S. Fish and Wildlife Service issued a new Biological Opinion concluding the project will not jeopardize the threatened desert tortoise. The BLM reinitiated consultation with the FWS in March after the project proponent BrightSource Energy reported finding more tortoise in the project area than originally anticipated.
