The Australian TV network, ABC, and the indigenous rights group, Friends of Peoples Close to Nature, released a documentary called Blood on the Cross that raises allegations of the involvement of the Red Cross with the British military in conducting a massacre in the Southern Highlands of West Papua. Mark Davis investigates allegations about the role of the International Red Cross and the British military regarding the WWF hostages crisis, in May 1996. Following the broadcast of the documentary, the Red Cross announced publicly that it would appoint an individual outside the organization to investigate the allegations made in the film and any responsibility on its part. The report contends that it's not clear to which degree the Red Cross was involved, with some of the criticism concerning how well the organization handled the crisis.Allegations of poor governance and concern over accountability and transparency within certain national societies has led to high profile resignations.
The ICRC is exempt from giving testimony in war crimes trials about the facts they observed while performing their duties. Because of this some critics[who?] argue ICRC is sometimes denying justice to victims of war crimes and enabling impunity for war crimes.

Friends of Peoples Close to Nature (fPcN) is an non-governmental human rights organization that works in the field of indigenous rights. The organization is dedicated to the survival of tribal peoples, in particular hunter-gatherers.[1] They believe that these people are "the first and the last societies on Earth to have a non-exploitative relationship with the natural world", and they define their task as an organization in helping them to "preserve their unique cultures from enforced assimilation, the ideologies of 'progress' and 'growth' and absorption in the global economy". The organization was founded in Germany, with several partner organizations having since then been established in different countries. The campaigns are carried out on a global level, giving support to tribes that go from East Africa to the Amazon to the Philippines.[2] fPcN considers that, unlike other organizations working in this field, they oppose the pushing of any Western values and practices on indigenous cultures.
